Thirteen chapters have been about people. Why they offend, how we measure it, what we do to them afterward. This last chapter changes the unit of analysis. It studies criminal events in space rather than criminal propensity in persons, and it asks a question none of the other thirteen asked: what if you could stop the event without ever identifying an offender? That turns out to be possible more often than the rest of the course would lead you to expect, and the evidence for it is unusually good. Nothing on this page is recorded and no guess is graded.
Crime concentrates at addresses, not in neighborhoods
Chapter 5 told you crime clusters. This chapter tells you how tightly, and the answer is tighter than almost anyone guesses. Researchers have counted crime at the level of the street segment, meaning one block face between two intersections, in city after city. Take a whole city, sort its street segments by how much crime each one produces, and start at the top. Guess what share of segments you need before you have accounted for half of all the crime in the city.

Two kinds of hot place, which need opposite fixes.
Crime attractors are places offenders travel to because of the opportunities there. An unguarded lot, an open-air market for something illegal. The fix is removing the opportunity, because managing the crowd does nothing when the crowd is the point.
Broken windows is three separate things
Almost every argument about broken windows goes wrong in the same way, which is that people argue about all three at once. Keep them apart and the evidence becomes readable.
Two, the policing style. Order maintenance and zero tolerance. Arrest for the small things so the big things never arrive. New York adopted a version of this at scale in the 1990s and it was widely credited with the crime decline there, a claim that remains contested because crime fell in cities that did nothing of the kind.
Three, the backlash. Aggressive order maintenance fell hardest on poor communities of color, produced the stop-and-frisk era, and fed exactly the labeling machine Chapter 11 described. Perceptions of what counts as disorder track racial composition, which means the input to the whole strategy is contaminated. George Kelling, who co-wrote the original article, objected that the theory had asked for order and had been turned into mass arrest.
So does policing disorder reduce crime? A 2024 systematic review pooled 54 tests and answered it two ways, once for community and problem-solving approaches that fix the disorder, and once for aggressive order maintenance that arrests people associated with it. Predict both before you look.

The best experiment in the course
Philadelphia has tens of thousands of vacant lots. In 2013 researchers took 541 of them, grouped them into 110 geographically contiguous clusters, and randomly assigned each cluster to one of three conditions. Randomly. This is the Chapter 2 gold standard, applied to city blocks instead of people, and it is why this study carries more weight than anything else in the chapter.
Before the results, commit to a prediction. In the neighborhoods below the poverty line, what happened to gun violence around the greened lots?

Name the mechanism
Ten real prevention measures. For each one, name what it does to the crime triangle from Chapter 7. Every measure here works by removing one leg, and being able to say which leg is the skill this chapter is teaching.
The design tradition, in one paragraph
Crime prevention through environmental design, usually shortened to CPTED, rests on three ideas. Natural surveillance means arranging space so that ordinary people can see it without trying, through windows facing the street, clear sightlines, and lighting. Access control means using real and symbolic gateways to channel movement. Territoriality means designing space so that it reads as belonging to somebody. Oscar Newman's insight was that architecture can do a guardian's job, permanently and without wages.
Will it just move somewhere else?
This is the objection every student raises, and it deserves a serious answer rather than a reassurance. If prevention only squeezes the balloon, nothing has been gained and the resources were wasted. Crime could displace in six ways: to another place, another time, another target, another tactic, another offense, or to a different offender who steps into the gap.
Researchers reviewed 102 evaluations of situational prevention and examined every observation where displacement or diffusion could have been detected. Guess what share of those observations showed displacement of any kind.

Take this to the forum
This is the last forum of the semester, and it asks you to do the thing the whole course has been building toward: take the offense you have studied all term and design a response to it that prevents harm without manufacturing a criminal.
Four things that separate an adequate post from a strong one.
One. Pick a real place, not a category. Not neighborhoods with high burglary rates, but the kind of specific setting your offense actually happens in. Chapter 14's whole claim is that the unit of analysis is the address. If your intervention could be described without naming a place, it is not a place-based intervention.
Two. Say which leg of the triangle you are removing. Motivated offender, suitable target, or capable guardian. The tab above walks through ten examples. If your measure does not obviously attack one of the three, work out which one it is before you post, because that is the question a reply will ask you.
Three. Take the displacement objection seriously. The honest answer is not that displacement never happens. It is that it is partial, that diffusion of benefits is about as common, and that you would want to measure the surrounding area rather than assume either way. Say what you would measure.
Four. Apply the ethics test. Does your design prevent an event, or does it move a person? If your intervention would make life harder for people who are not offending, say so and defend it, or change it. That distinction is the last thing this course has to teach you and it is the one most likely to matter after the semester ends.
